Aluminum is pretty easy to machine, for titanium you might need to contact the more advanced machinists here like hardmill, huflungdung, or highspeed

Which program can I use that is free or relatively cheap to design the CAD drawings on?
If it is a simple part you can draw it in Microsoft paintbrush. which comes with windows. If you need something more complex I suggest the demo version of Rhino but it will on save 25 times.

Learning any CAD package is not something you do overnight. With dimensions and separate drawings for special features you should be able to get your points across using paintbrush.

I do contract programming and CAD. I can make your drawings for you in most any format you may need. Also can provide parametric models. $50 minimum. $35 hour. Minimum due up front. Files delivered C.O.D. USPS. Would need the part to draw it. I highly respect proprietary rights and have numerous satisfied customers. I do not do machining but do have sources. Aluminum would be substantially cheaper than Titanium for raw material and machining.

What kind of parts are they? I have 5+ years or experience in RC with a couple years in Cad. If it's as simple as a shock tower, the price should be around $30.
