For control
uccnc (cncdrive) is popular and looks pretty painless. I'd probably look here first if determined to use Windows.
linuxcnc also popular but maybe a little more pain (longtime user here)
Mach3 is still popular but it's kind of legacy-ware these days
Mach4 replaces Mach3 but I think it's more limited on hardware selection than Mach3 (I'll gladly stand corrected on that point)
grbl is easy but less feature rich than any of the above
Centroid Acorn, limited hardware selection and more expensive than any of the above when optioned out. Should be rock solid though,
Probably missing some others, pick your poison.
