This was not meant to be a 3D machine. When it was made in the middle 1980's most programs were written by hand and were short.
You may have some safety lines in the beginning of your program. I can think of the first cycle start to start the program This should be followed by a tool change. This requires a cycle start again. So I can account for 2. You have to read and understand the program and machine to figure out the third cycle start. Try this. After the tool change, start the spindle and then hit cycle start.
