I have a shaft, that has a flywheel mated to it? When I rotate the shaft the flywheel does not turn accordingly. What do I need to do to make the flywheel and shaft turn together?

Suggest you draw a key and keyway in you parts and mate these faces.
Thought of that, but they are press fit, and soldered together.

You need a reference point on the shaft and another on the wheel for the two to be mated .
The rotating of the flywheel in the solid model is only cosmetic.
If you want the shaft to turn with the shaft you are probably going to have to get rid of the restraints on the shaft.

have you tried mating axis instead of surfaces?
Very simple.
Just add 1 mate.
Take 1 plane from the wheel and 1 plane from the shaft and mate them either coincident or parallel to each other.
