Question Hitachi Seiki VM40 with Seicos M2 control

We have a used Hitachi Seike VM40. It has a hesitation or delay when making a rapid move. This delay is in about the last 1/2 inch of travel to the programmed point. It only happens in rapid mode. The numbers continue to count down on the display and it reaches the point...just...real..slow...
It has a Seicos M2 control and Sanyo Denki drives. The drives may be analog. The documentation is not real good. Support is non-existent. I have looked at the machine parameters but not found a solution yet. Can anyone tell me if this is normal for this machine/control/drive?

Most controllers will display the anticipated position, not the actual servo position, if this applies to this controller, then if the display decreases rate and reaches zero before the axis has stopped moving slow, then this could be a load/friction problem causing a following error, if the axis moves slow and the display arrives at zero as the same time as the servo stops, then this would indicate that the controller was actually commanding this slow stop.
One way to test if the display is the anticipated position.
Remove a servo power connector, turn the handwheel on low increments for that axis and see if the display runs, at some point it should go into following error alarm.

The display show four types of position at the same time. Among them is the machine position, relative positon, and distance to go. There is no following error shown on the diagnostic page. The situation I was decribing is the "distance to go" is counting down OK but the machine slows down when it gets to about a 1/2 inch from the final position. And this only happens in rapid mode under program mode. Handle movement or rapid manual axis movement by the axis buttons is fine.
