Many insert manufacturers will recommend a particular insert for a given material, and will then give a range of speeds ( sfpm or smpm ) and feeds.
Machinerys handbook should give you a basic starting point for most materials.

depends on what your trying to achieve.... roughing, finishing? tolerances and surface finishes will have a big impact on how aggressive you can be....eg: in 4140 i run a 3/4" dia. indexable carbide 2 flute emill at .060" doc at 2400 rpm & 36 ipm, when i'm finishing with a 1/2' DIA. solid carb 4fl emill in the same mat'l i run at 750rpm at 6.0 ipm to achieve +-.0005 x 2" dp. & re-run the tool to take the deflection out. works great! and i get the most mileage out of the tools....the ruffing tool is cooled by air only, finisher with coolant.

You need to know how many teeth in a cutter to calculate feed.
