How do I set solid stock properly on this file?

Why does tool cut air when using solid simulation on this file? Please tell me what I am doing wrong. Using Mastercam X3 with latest maintaince update.

Might be close to figuring this one out. I think I need to add stock for the .015 I am leaving on the drive surfaces for roughing this part out. Is the place to do this in the "stock setup", "stock origin Z box" by typing it in and adding .015 to the Z or is the better way just adding it to a bounding box i almost always create for my 2d mill parts?

Roughing parameters - Cut depths - Adjustment to the Top Cut
put in a value for how much extra you want to take for the 1st top cut.
