I don't know if this works for you, but recent versions of Siemens works over windows, the easiest way I know to enter in windows mode is when the machine is booting and loading sinumerik the bottom bar (windows bar) appears for a second and a half and you only have to press "3" on the console when that happens.

Went you start the control between the memory test and the windows running push the number 8 or 6 and some menu will show the give you access to the windows.
