Unhappy Glitch with "Material Only" Roughing... file attached...

I'm having a strange problem with a material roughing operation, I'm wondering if anyone can reproduce it with my file and explain why its happening...

In the attached file, you'll see that I have a roughing operation, followed by another roughing operation which is "material only" cutting.

The first OP cuts part of the material that the 2nd OP would cut if the 1st wasn't there... the problem is that the when hitting the "Redo" button on the 2nd OP, it doesn't do anything...

But if you remove the 1st OP before it, and hit REDO, it cuts like its supposed to...

Maybe thats not clear, but the attached file should explain...
When you open the part file:

    1: Look at the simulation
    2: REDO all Ops
    3. Look at sim again
    4. Delete 1st OP tile
    5. REDO all Ops
    6. Look at sim again

Anyway, does anyone know why this is happening and how to fix it? I've had similar problems before, but never narrowed down the problem to a specific operation earlier in the program so I never knew why it wasn't working...

    Any ideas?

looks to me as though Gibbs is seeing that -.001 stock on the first op and rejecting the rest of the geometry. If i change the tool to a smaller size and use positive stock it seems to work fine.
