I use Visicam from Vero Intl.
Edit - curve/polyline to lines/arcs is the command
select segments, arcs or segments and arc output, maintain tangency checkbox, cordal tolerance option, angular angle option, maximum radius option
- sound complicated, but I just go "Edit - curve/polyline to lines/arcs"
select segments and arcs - enter in a tolerance and I'm done - that 3 - 5 seconds

Sorry, no. But, if you save it as a v12 .dxf, the spline should get converted to short, straight line segments., if that will work for you.
