I have a 1996 HAAS VF3, 7500 RPMs.
It will not orient its spindle correctly, doesnt repeat position, sometimes it spins and changes directions for a while, have replaced the encoder, and vector drive, and the behavior still remains. Have tested the spindle motor separately both with an external drive, and connected directly to power source and it seems to work ok.
When its connected to the machine and I ask it to execute any m03 command, spindle load either fluctuates from 150% to 180%, or just plain spikes to 200%.
Another abnormal behavior is, when I give it a m03 s1900, encoder reads 270-300 rpm, fluctuating, visually, it is spinning at about that speed.
If i give it m03 s4000, encoder still reads 270-300rpm, and is visually at same speed as that of the m03s1900 command. So, apparently, no matter the speed you ask, it wont accelerate past that speed, same behavior in low gear, except rpms read at about 80-90 rpms.
These are the parameters it is currently running, as found
Parameter 79 Spindle Steps/Rev 4000
Parameter 120 Spindle Acc/Decel 100
Parameter 182 C Acceleration 2,000,000

Have also tried with a different MOCON, tested the 640C cable that runs from vector drive to MOCON, and the 33 1000A Spindle encoder cable
Am about to run some more tests with a tachometer, will keep updating posts.
