BobART is detecting the edges of the circle. Inside edge, outside edge. Just like a font is defined by the outline, not the center lines.
The BobArt vectorization routine is pretty literal-minded. Sometimes you'll be better served by tracing things manually. In this case, using the [Circle Between 2 Points] tool under <Arcs> would be a fast and easy way to drop in a circle where you need it.

You have to get a feel for it, basically. It's MUCH faster to "clean up" a vectorization than to manually draw it, once you get past a certain level of complexity.
It's also a matter of getting used to the clean up tools. I'm far faster at it now than I was when I first vectorized this one, for instance. Also, Images sometimes need some changes, when you start using machines to make parts from them. I made a lot of the interlaced lines on that one a bit thicker, once I started Vcarving them in hardwood, and added some elements into the rings, which looked bare, without something to fill them.
Right now, I'm putting together some elements for a customer. They wanted a wetlands scene, with ducks. When I get done with the patch of reeds I've been working on for the past 2 days, I'm going to curl up somewhere with a bottle, I think..

Another good case for using the "Vectorize" feature is lettering. When you have a lot of writing in an image, (a college logo, for instance) tracing can get pretty tedious.
