Since you said the voltage remained the same, I'm assuming you are running one of our AVHC units and the unit is in Automatic mode. If this is the case, for each line, the height of the torch is going to be different during the cut. There are 3 major factors when it comes to cut quality on your machine. Speed, Height, and Amperage. The line speed test is meant to be run at a constant height and constant amperage. If the height is changing during the line speed test, you'll end up with different cut quality per line.
It would be ideal to have the AVHC system set to Manual mode for this test.
The difference in cut quality pictured is on two sets of brand new consumables? If they are both brand new, I would check your air supply for accumulating moisture or a drop in air pressure.

see picture below, with two tests, the first one is before, and the second is after. the velocity goes from 160 to 30 ipm same voltage.
