how to reduce default max axis velocity?

When EMC2 is first turned on, the max axis velocity is very high, based on how fast the steppers can turn. But at those speeds its bad for the leadscrews itself. Sometimes one may forget to reduce the max speed when first loading EMC2 and proceed to running a program right away and this may lead to very fast rapids. Its kinda annoying. How do you change this so that when EMC2 first turns on, the max velocity number is kept low but with the possibility of going to a higher value on demand, e.g. how feed override starts at 100% and not start at 120%.

You set it in the stepconfig wizard.
