Hi Scott,
This is how I created my tool...

See the attached SC Project file, I used 2D Contouring for the tooling op. You can tell from the project where I picked for the "Curve" and I choose top of the part as "Top Level" in Job Assignments and gave the bottom of the radius dimension (-.125") in Perimeters.
