A quick back to basics thing to check is that you're using the right serial cable. Typically you'll need to use either a crossover DB-9 cable, with pins 2 to 3, 3 to 2 and 5 to 5. If this cable is that way, try using a straight through cable with pins 2 to 2, 3 to 3 and 5 to 5.
Otherwise, you'll need to double check the parity, baud rate, stop bit, etc and make sure that's all set.
