I gave up trying to rough or do anything with anything bigger than a 3/8 endmill. I was using a half inch but that extra distance the cutting edges are from the center require more leverage to cut and make these smaller CNC mills chatter. I switched to a 3/8 Kyocera endmill and was able to speed up more than 50 percent. Torque diminishes quite fast the farther you are from center of the rotation and it takes a lot more power to cut. For steel, I use a 3/8 mill with 1/2 inch long flutes when making cuts like what you are doing, it makes a HUGE difference.
