I'm planning on adding a power drawbar to my Sieg X2 mill.
I've been looking at Hoss design and am thinking of build one similar to that one.

However, I'm having trouble finding an air cylinder and am not really sure what specs to look for.

Could someone please help me find one, preferably on eBay or Amazon.

Unlikely that one will work unless you are using 1 of his later designs. The later one had a lever and cylinder. The first that I remember was a triple stage cylinder.
The triple puts the pressure directly downward. You would just calculate your available air pressure, the force needed to overcome the belleville's and find which cylinder will apply that kind of pressure.
Personally I would go to Fabco's calculator and see which cylinder they would recommend.

I have been looking at the design where he has a cylinder of a similar size with a lever.
I'm not sure what specs the cylinder needs to have

Same here...after looking at several designs I think using one or two smaller actuators (like your link) and a mechanism using a lever to gain the advantage is the way to go. This is the way I plan to try anyways
