Spindle Heating up after 20sec of 10hz run, Overload tripped, Hitachi NES1-022SB?

I have a Huanyang 2.2kw, 8amp, 220volt spindle hooked up to a Hitachi NES1-022SB which converts 200-240 volt 1 phase to 3 phase (200-240volt). I have a line reactor that is for 1 phase 3hp 230volt power (input only) wired to the input of the vfd. All wires are 12awg. on the line side of the reactor i have a simple 30amp breaker. When I run the test function which slowly accelerates the spindle from about 5hz to 10hz the spindle overheats and the thermal overload is tripped about 20 seconds in. I have watercooling running (flow meter moving) but the spindle heats up really quickly. If I run it this way two times in a row it is quite hot.

Any suggestions? I have had it suggested to change the trip settings, but given how quickly things are heating up, I hesitate.

You can't run your spindle that slow, you will damage the motor the slowest you can run it with a quality VFD is 100Hz , for safety most set them at 120Hz for the minimum speed setting
