simplest would be just load the picture into draftsight, or inkscape and draw the vectors where you like..
draw circles and squares.. and merge them..
I think if youre already capable to handle a program, that using dxf files, then this vectorisation wont cause difficulties..
What I do when I need simple files like these is simply Google "coloring pages ( what ever I need) and lookover the pics till I find what I need. I have a program that "prints" to a PDF and another that converts PDFs to DXFs done deal! Here are a couple examples of the pages I would go to for your Captain America files.

pdf to dxf converter will convert vectors to vectors.. it will not vectorize the picture you..
im a little confused on your request..
please don't take me offensive.. but let me ask this
on other topics you posted pictures, milling reliefs, vcarving texts, cutting acrylics..
now here you asking one make you a file with 3 circle and a pentastar..
it just somehow confusing..
we are meaning help if some one has issue with control, or even with a program.. but what you asking it just don't match what you already posted..

would be simpler you describe wheres your issue within vectorizing something..
vectormagic, Coreldraw, Adobe Illustrator, Inkscape, Aspire, will ALL convert a picture into a vector. Some are better than others. I've probably missed a whole bunch

then CorelDraw 25 dollar a month and I think the biggest bang..
for CorelDraw you can get ecut, an incredible stuff for 65...
