Yes it can. My novakon servo spindle is running PP. it requires some tweaking for sure. But it does rigid tap. I haven't had a need for indexing but it can do all that with some tweaks to the Hal file.
Swamp - I have a bunch of posts on this - mostly in the Novakon forum. Basically you will have to look at my hal file and try to adjust it to your system. I will try to help you however I can. I would start with the hardware, mechanicals, and then work on the software side. It's all doable but will not be done in a simple afternoon. Expect to spend a week or so going back and forth.
Here are my current Hal and ini files for my novakon pulsar. This uses a different breakout board than the tormach, but focus on the spindle section as my driver is a maxsine ep1 with a 1.5kw servo spindle.
