Do not plan area development plan without hybrid connection concepts


Leading associations and organizations from the energy industry are calling for the rapid implementation of the hybrid connection of offshore electrolysers agreed in the coalition agreement. The aim is to make hydrogen production more efficient. In a current position paper (LINK), the members of the so-called "hydrogen rowing boat" emphasize that the current timetable of the Offshore Development Plan (FEP) is not compatible with the necessary changes to the Offshore Wind Energy Act, as provided for in the coalition agreement.
To date, the FEP has only provided for electricity-based offshore connections in zones 4 and 5 of the German Exclusive Economic Zone (EEZ). The coalition agreement, on the other hand, aims to convert some of the offshore wind energy directly into hydrogen and transport it onshore via the H2 core network by pipeline in order to increase cost efficiency. If land use planning is continued without taking this hybrid solution into account, there is a risk of legal uncertainty, considerable additional planning effort and potentially billions in follow-up costs, including claims for damages.
